| Selection of General Contractor | Winter 2026 | Request for Proposals (RFP) for General Contractor (GC) issued, requiring GC’s commitment and plan for Section 3 business participation and resident hiring. |
| Plan for Section 3 Participation and Community Hiring | Spring/Summer 2027 | Work with selected General Contractor prior to construction starting on details of the Section 3 participation and resident hiring plan including: scopes, positions, and experience needed for project; matching process for interested residents and new positions, and current and potential new Section 3 businesses for project scopes; Section 3 certification process; supports for businesses and residents during pre-construction and construction. |
